Empowering Local Institutions: Web Accessibility Audit Skills Enhanced in Lanao Del Norte Training

The Provincial Information and Communications Technology Office (ICTO) of Lanao del Sur successfully launched its pioneering Digital Citizenship Education program on July 29–30, 2024, at the Executive Conference Room of the Provincial Capitol. Held as part of the 65th Araw ng Lanao del Sur celebration, this landmark initiative marked the province’s first organized effort to equip its youth with the knowledge, values, and skills necessary to navigate today’s increasingly complex digital world. The program was made even more significant through the involvement of two faculty experts from the College of Computer Studies (CCS) of MSU-Iligan Institute of Technology—Assoc. Prof. January Naga and Asst. Prof. Paul B. Bokingkito Jr.—whose guidance and expertise provided a strong foundation for the province’s digital literacy and empowerment efforts.
With 35 Senior High School and College students from 12 participating schools, the training aimed to introduce young learners to the core concepts of responsible and informed digital engagement. Throughout the two-day activity, participants explored a range of timely and relevant topics, including responsible communication on digital platforms, understanding the long-term implications of digital footprints, navigating social media ethically, practicing safe and secure digital transactions, recognizing digital rights and responsibilities, and addressing cyberbullying and online misconduct. The sessions emphasized not only the technical skills needed to thrive in the digital age but also the importance of character, ethics, and accountability in online spaces.
Under the mentorship of CCS faculty, the students were encouraged to reflect on their digital habits, evaluate online information critically, and develop confidence in managing their digital identities. Interactive discussions, real-world examples, and guided activities allowed participants to connect classroom concepts with their everyday online experiences, making the learning process highly engaging and meaningful. Beyond skill-building, the program cultivated a deeper awareness of how their actions contribute to a safer and more respectful online community.
The ICTO highlighted that this pilot implementation represents a significant step toward its long-term vision of Advancing Digital Transformation for Lanao del Sur’s Vision 2040, where digital literacy and responsible citizenship are seen as essential pillars for community progress and good governance. By empowering the youth with both technical knowledge and ethical grounding, the initiative lays the foundation for a generation of digitally aware individuals who can lead, innovate, and advocate for productive and safe digital spaces. The success of this first Digital Citizenship Education rollout signals the province’s strong commitment to nurturing future-ready citizens and expanding the program to reach more learners across Lanao del Sur in the years to come.
