MSU-IIT Facilitates DICT’s Web Accessibility Training for the Province of Camiguin

Through its ICT Literacy and Competency Development Bureau (ILCDB), the Department of Information and Communications Technology (DICT) Region 10 successfully concluded the Web Accessibility Audit Training held in Mambajao, Camiguin on November 22–24, 2022. The three-day training was facilitated by Asst. Prof. Paul B. Bokingkito Jr. of Mindanao State University–Iligan Institute of Technology (MSU-IIT), who served as the lead resource speaker.
Asst. Prof. Bokingkito delivered in-depth discussions on the legal foundations of web accessibility, emphasizing key policies such as the Web Accessibility Law, the provisions of the Magna Carta for Persons with Disabilities (RA 7277), and international standards under the Web Content Accessibility Guidelines (WCAG 2.1). He highlighted how government agencies and private organizations carry both ethical and legal responsibilities to ensure their online platforms are inclusive and barrier-free.
The sessions also covered website usability and accessibility principles, enabling participants to understand how interface design, navigation structure, color contrast, alternative text, keyboard accessibility, and content clarity affect the online experience of persons with disabilities—including those with visual, auditory, cognitive, and mobility impairments. Participants were guided on how to identify common accessibility issues and apply corrective measures to support universal access.
A total of twenty participants from various government offices and private institutions took part in the seminar-workshop. Throughout the training, they performed hands-on evaluations of existing government websites using the official Web Accessibility Audit Form, allowing them to assess compliance, spot usability barriers, and recommend improvements. This practical approach empowered attendees to translate concepts into actionable assessments.
The Web Accessibility Audit Training underscores DICT’s commitment to promoting digital inclusion and ensuring that public information and online services are accessible to all Filipinos—especially persons with disabilities. By equipping government and non-government professionals with the right knowledge and tools, the program strengthens the nationwide advocacy for more accessible, equitable, and user-centered digital environments.
